Safety of machinery and equipment

Overview

This Technical Regulation applies to the certification of machines and/or equipment to be operated in Russia and in the common customs territory of the EAEU (EurAsian Economic Union).

It sets the minimum necessary safety requirements for machines and equipment to be followed during their development, design, manufacture, transportation, storage, installation and operation.

The requirements of TR CU 010/2011 have been coordinated with the requirements of the European Machinery Directive 2006/42/EC, although they are not identical.

A Declaration or Certificate of Conformity are the only documents confirming compliance of machines and/or equipment with the requirements of TR CU 010/2011.

Application

This regulation can also be applied to pressure vessels considered as process equipment for certain industries, like separators, heat exchangers, reactors, etc.

Main declaration schemes for equipment subject to TR CU 010/2011.

  • 1d: for serial production (tests to be performed by an accredited laboratory)

  • 2d: batch or single item (contractual scope – with test reports by EAEU accredited or other laboratory)

  • 3d: serial production tested by EAEU accredited laboratory (no manufacturer test reports are accepted)

  • 4d: batch tested by EAEU accredited laboratory (no manufacturer test reports are accepted)

  • 5d: serial production for hazardous sites or equipment tested on site (shipment of sample to EAEU laboratory or testing on site is mandatory)

  • 6d: serial production for manufacturers with management system certified by an EAEU-accredited body.

Main certification schemes for equipment subject to TR CU 010/2011.

  • 1c: serial production tested by EAEU accredited laboratory

  • 3c: batch or single item tested by EAEU accredited laboratory

  • 9c: limited batch of items for equipping of production facilities, tested by other laboratory

Requirements

Manufacturers of products subject to this regulation, who are planning to import and operate them in EAEU countries should make sure that the following requirements are met prior to shipment.

  • Products conform to the safety requirements mentioned in TR CU 010/2011.

  • A valid certificate or declaration of conformity with the correct scheme, confirming the alignment to TR CU, is obtained by an accredited laboratory.

  • EAC mark is clearly visible on the products (note that EAC marking can only be applied after confirmation of compliance to all applicable CU/EAEU TR’s).

  • Depending on the product or specific project requirements, technical passports, safety justifications and/or other documents may be required.
