Safety of equipment in explosive environments

Overview

This Technical Regulation applies to the certification of electrical and non-electrical equipment of Ex-design (having potential source of ignition), intended for use in explosive atmospheres on sites in Russia and in the EAEU (EurAsian Economic Union).

Identification criteria of equipment intended for use in explosive atmospheres and Ex- components are:

  • the evidence of their explosion protection as specified in the manufacturer’s technical documentation

  • the explosion-proof marking affixed to the equipment and the Ex-component.

The standards of TR CU 012/2011 have been harmonized with the requirements of the ATEX Directive 2014/34/EU, although they are not identical.

The Ex-design is confirmed by the Ex-marking applied by the manufacturer, which is confirmed by a required ATEX certificate or declaration.

The conformity assessment with the Technical Regulations is provided in the form of a Certificate of Conformity CoC TR CU 012/2011 (or EAC-Ex Certification of Conformity).

Application

  • testing of the equipment, finalised by the issue of a test report from an accredited laboratory in the EAEU. In case of heavy and large equipment, testing can take place at manufacturer’s facility or the destination site under supervision of an accredited expert;

  • an audit of the manufacturing facilities (in case of Type certification for serial production).

Equipment exempt from TR CU 012/2011.

  • Medical devices intended for use in a medical environment.

  • Equipment during use of which the explosion hazard results exclusively from the presence of explosive substances or unstable chemical substances.

  • Equipment intended for use in domestic and non-commercial environments where explosive atmospheres may be created as a result of the accidental leakage of fuel gas.

  • Personal protective equipment.

  • Equipment for use at any floating objects, including sea-going and inner-water vessels, mobile offshore platforms.

Main certification schemes for equipment subject to TR CU 012/2011

  • 1c: serial production, tested by an EAEU accredited laboratory

  • 3c: batch or single item, tested by an EAEU accredited laboratory

Requirements

Manufacturers of products subject to this regulation, who are planning to import and operate them in EAEU Countries should make sure that the following requirements are met prior to shipment.

  • Products conform to the safety requirements mentioned in TR CU 012/2011.

  • A valid Certificate of Conformity with the correct scheme, confirming the alignment to TR CU, is obtained by an accredited certification body

  • EAC mark and EX mark are clearly visible on the products (note that EAC marking can only be applied after confirmation of compliance to all applicable TR CU/EAEU’s).

  • Depending on the product or specific project requirements, technical passports, operation manuals, ignition risk assessment and/or other documents may be required.
