Electromagnetic Compatibility of Technical Devices

Overview

This Technical Regulation applies to the certification of technical devices which may cause electromagnetic disturbances and/or the performance of which can be affected by exterior electromagnetic disturbances when operated in Russia and in the common customs territory of the EAEU (EurAsian Economic Union).

The document defines the requirements for electromagnetic compatibility of technical devices to protect human life, health and property.

The requirements of TR CU 020/2011 have been coordinated with the requirements of the EU Directive 2014/30/EU on electromagnetic compatibility, although they are not identical.

Application

At Rustek we specialise in TR CU 020/2011 Declarations of Conformity for electric and electronic equipment for oil & gas, chemical and energy industries, such as:

  • Packaged equipment (pumps, compressors, etc.)

  • Control panels

  • Instruments

  • Switchgears

It should be noted that TR CU 020/2011 is not applicable to:

  • components used as parts of other equipment and not intended for individual use;

  • electromagnetically passive devices (cables, plugs, outlets, fuses, electric batteries and battery powered lights);

  • emergency switches;

  • high-voltage (HV) equipment without active electronic parts (inductors, transformers);

  • induction electric motors.

A Certificate of Conformity to TR CU 020/2011 is required for domestic electric appliances, PC’s and related devices (printers, monitors, scanners, UPS) and electric hand tools. However Rustek does not offer certification of such devices.

Main declaration schemes for equipment subject to TR CU 020/2011

  • 1d: for serially produced equipment (manufacturer’s own test report is accepted)

  • 2d: for a contractual batch or single unit (manufacturer’s own test report is accepted)

  • 3d: for serially produced equipment (tests to be performed by an accredited laboratory)

  • 4d: for a contractual batch of equipment (tests to be performed by an accredited laboratory)

Requirements

Manufacturers of products subject to this regulation who are planning to import and operate them in EAEU countries, should make sure that the following requirements are met prior to shipment.

  • Products conform to the requirements mentioned in TR CU 020/2011.

  • A valid Declaration of Conformity with the correct scheme, confirming the alignment to TR CU, is issued by the manufacturer’s local representative.

  • EAC mark is clearly visible on the products (note that EAC marking can only be applied after confirmation of compliance to all applicable CU/EAEU Technical Regulations).

  • Depending on the product or specific project requirements, technical passports, safety justifications and/or other documents may be required.

Equipment subject to TR CU 020/2011 may also be subject to TR CU 010/2011 (Machinery Directive), TR CU 004/2011 (Safety of low-voltage equipment) and TR EAEU 037/2016 (on restriction of hazardous substances).
