Industrial safety expertise in the Republic of Kazakhstan

Overview

In accordance with the law of the Republic of Kazakhstan "On civil protection" certain processes, technical devices and materials applied in hazardous production facilities are subject to a Permit to Use issued by Industrial Development and Industrial Safety Committee (CIDS) of the Republic of Kazakhstan.

The Permit to Use is a document that confirms that the products mentioned in the certificate comply to the safety requirements and can be used in Kazakhstan.

It is therefore valid for commissioning and operation, and not required at customs.

It does not replace the CU TR Declarations (DoC) and Certificates of Conformity (CoC), which are still mandatory.

Application

The applicability of the Permit to Use for Kazakhstan is decided by the Buyer/End User, depending on the destination. Typically for oil & gas or petrochemical industries these sites are hazardous, hence falling under the requirement.

Due to recent changes in Kazakhstan Law for Industrial safety, not everything destined for a hazardous site is subject to a Permit to Use

In case a product does not fall under the requirement, an official note called “negative resolution” is issued.

  • Pressure regulators

  • Valves

How to obtain the Permit to use

The permit is issued for an indefinite period, so the document does not need to be renewed. Moreover, a foreign company can also apply for the permit (no need for a local representative as applicant).

The permit is issued by the Committee of Operational Safety of the Ministry of Emergency Situations, based on the expert conclusion from the Industrial Safety and Expertise Centre.

The following technical documentation will be required to enable the preparation of an industrial safety expertise.

  • Technical description

  • Instruction manual

  • Technical passport

  • Technical drawing

  • Test report

  • Chemical composition and mechanical resistance of materials used in the manufacture of products

  • Data on welds and non-destructive testing methods (if available)

  • Certificates of conformity TR CU or GOST K

  • Expert opinion on industrial safety

Requirements

Some products or equipment have to be tested or inspected on site, but the majority of products obtain the permit through document review.

If technical devices and materials meet the requirements for industrial safety, the authority grants permission to use them.

If during operation it is discovered that the product no longer meets the requirements, the approval could be withdrawn.

The lead time to obtain the Permit to Use, which is issued electronically, is about 3-4 weeks.
